Indonesia relaxes entry restrictions for foreigners

The Indonesian government has relaxed and clarified its temporary ban on the entry of foreigners based on Permenkumham No. 26/2020, allowing business travelers and other travelers included in the provision to apply for a visa or permit offshore.

The Directorate General of Immigrations of the Indonesian Government has issued Circular No. IMI-0661.GR.01.01 of 2021, which relaxes and clarifies some of the restrictions applied by the temporary ban on the entry of foreigners implemented during the COVID-19 pandemic. 

As stipulated by Minister of Law and Human Rights Regulation No. 26/2020 (or Permenkumham No. 26/2020) on visas and residency permits during the new normal adaptation period, which was put into force on September 26, 2020, all foreigners are banned from entry into Indonesia with exemptions for these travelers: 

  • Holders of a valid KITAS and KITAP (respectively Temporary Residency Permit and Permanent Resident Permit). 
  • Foreigners with eVisa 
  • Aid workers in the field of medicine, foodstuff and humanities. 
  • Transport crew 
  • Foreigners working for vital and strategic projects, nationally vital objects and nationally strategic projects. 

Under the new Circular issued on March 26, 2021, holders of the following visas and permits may now be allowed entry to Indonesia: 

  1. Work Visa 
  2. Diplomatic Visa 
  3. Visitation Visa  
  4. Limited-Stay Visa 
  5. Work-Stay Permit 
  6. Diplomatic-Stay Permit 
  7. Limited-Stay Permit 
  8. Permanent-Stay Permit 
  9. Transport Crew arriving in said Transporation 
  10. Holders of Asia Pacific Economic Cooperation Business Traveler Card (KPP-APEC) 
  11. Traditional Border Crossers (Pelintas Batas Tradisional

The Circular stipulates additional provisions on the granting of some of the visas above as follows: 

- Visitation Visa can only be granted to foreigners who are: 

  • Conducting an emergency or urgent work 
  • Are in business negotiations 
  • Are making a purchase 
  • A foreign worker candidate taking his or her skill test 
  • Aid workers for food and medical support 
  • Are with transportation vehicles that are entering Indonesia 

- Limited-Stay Visa can only be granted to foreigners who: 

Are working in the capacity of: 

  • An expert 
  • A crew member of a ship, flotation device or installation operating within the territorial waters of Indonesia. 
  • A supervisor of quality or production of goods 
  • An inspector or auditor of a company operating in Indonesia 
  • Conducting after sales 
  • Installing or repairing machinery 
  • Conducting non-permanent work in the field of construction 
  • A foreign worker candidate taking his or her skill test 

Are not working in the capacity of: 

  • Making an investment 
  • Reuniting as a family 
  • Travelling Senior citizen  

It must be noted that visa exemption (free visa) and Visa on-Arrival (VoA) are still not being granted under these provisions.
