Exploring Green Hydrogen Opportunities in Indonesia

The International Hydrogen Ramp-up Programme (H2Uppp) of the German Federal Ministry for Economic Affairs and Climate Action (BMWK) promotes projects and market development for green hydrogen in selected developing and emerging countries as part of the National Hydrogen Strategy. 

 

In Indonesia, H2Uppp is implemented by AHK Indonesia/EKONID, German-Indonesian Chamber of Industry and Commerce and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and aims to connect German, European and Indonesian stakeholders in providing market insights, networking and business opportunities.  

 

On February 21, 2025, the first H2Uppp Business Roundtable brought together industry leaders, government officials, and experts to explore the emerging opportunities in green hydrogen development in Indonesia. The roundtable discussion aimed to explore Indonesian industries’ readiness to adopt green hydrogen technologies, Indonesia’s strategies and regulatory landscape for green hydrogen projects and the role of German and European technology providers in driving innovation and investment. 

 

A participant poll conducted during the event revealed strong interest of the participants in technology provision, policy and regulation, as well as production and investment, highlighting the importance of infrastructure and funding for growth. Furthermore, the participants also emphasized the need for innovation in research and development. However, key challenges remain, including high production costs, lack of infrastructure, regulatory uncertainty, and limited local expertise. Financing barriers also remain a significant hurdle, indicating the need for substantial support in these areas to foster growth in the sector.  

 

During the event, GIZ introduced the H2Uppp initiative with a presentation by Mr. Christoph Luerssen, the Commissioning Manager of H2Uppp, followed by Ms. Atiek Fadhilah, Advisor of H2Uppp, who outlined the project’s objectives and its role in supporting green hydrogen development in Indonesia through partnerships and knowledge sharing. The discussion then moved to a presentation by Dr. M. Alhaqurahman Isa, Coordinator of Services and Supervision of Various RE Businesses, from the Indonesian Ministry of Energy and Mineral Resources (MEMR), who provided an overview of Indonesia’s hydrogen strategy, relevant regulations, and potential production sites. He also addressed the country’s ongoing efforts to overcome challenges in developing a sustainable green hydrogen sector. 

 

The roundtable continued with Mr. Kurniawan, Operational Director of Indonesia Fuel Cell and Hydrogen Energy (IFHE), who assessed the readiness of Indonesian companies to support the hydrogen sector. He highlighted the current state of infrastructure and production capabilities, noting that Indonesia has already established three national standards (SNI) for hydrogen. However, to fully capitalize on its potential, Indonesia must act swiftly to build the necessary infrastructure, certification processes, and regulatory frameworks. With the right strategies in place, the country could position itself as a key hub for green ammonia and hydrogen trade, strengthening its role in the global clean energy market.  

 

The final presentation was delivered by Mr. Bernard Ade, Head of Corporate Strategy and Market Development of PT Siemens Energy Indonesia, who focused on the role of German and European technology in Indonesia’s green hydrogen sector. His insights emphasized the potential for international collaboration in advancing hydrogen technologies and developing a sustainable hydrogen economy in Indonesia.
