On Tuesday, 15 September 2026, EKONID hosted the online roundtable “Government Procurement in Indonesia: Requirements, Mechanisms, and Strategic Approaches” via Microsoft Teams. The session gave EKONID members an overview of Indonesia’s government procurement framework and the requirements companies should consider when entering the public procurement market.

On Tuesday, 15 September 2026, EKONID hosted the online roundtable “Government Procurement in Indonesia: Requirements, Mechanisms, and Strategic Approaches” via Microsoft Teams. The session gave EKONID members an overview of Indonesia’s government procurement framework and the requirements companies should consider when entering the public procurement market. 

  

The roundtable featured two speakers representing the public sector and a professional association. Ms. Agita Marelia Ulfa, Analyst at the Directorate of Business Climate Development and International Cooperation of the National Public Procurement Agency (LKPP), opened the session with an overview of Indonesia’s regulatory framework for government procurement. Her presentation covered procurement approaches and methods, key stages of the process, and qualification requirements, particularly for international bidders. 

  

Ms. Ulfa also presented data on the presence of German products in Indonesia’s public procurement market. Between 2022 and 2026, more than 900 German-origin products were transacted through the electronic catalogue system, with a total transaction value of approximately IDR 6.3 trillion (around EUR 310 million at current exchange rates). She also outlined opportunities for foreign companies to participate in government procurement, including applicable thresholds, cooperation models with local companies, and opportunities available through international procurement mechanisms. 

  

The second speaker, Dr. Ir. Putut Marhayudi, M.M., MBA., MHK., IPU., Chairman of the Research, Development, and Strategic Studies Board at the Indonesian Procurement Professional Association (IAPI), focused on the practical aspects of navigating Indonesia’s public procurement landscape. He discussed how companies can improve their readiness and competitiveness when participating in public tenders. 

  

His presentation covered the key documents required throughout the procurement process, common reasons for bid rejection, and considerations for preparing compliant and well-structured submissions. He also addressed challenges commonly faced by bidders, including compliance with local content requirements (TKDN), limitations of e-catalogues for high-tech or specialized products, and inconsistencies in data and documentation requirements during the procurement process. 

  

The session also covered contract management practices, including risk mitigation, performance monitoring, dispute prevention, and considerations for multinational companies seeking to participate in Indonesia’s government procurement market. 

  

A total of 21 representatives from German and Indonesian companies joined the online roundtable. The presentations were followed by a Q&A session, during which participants discussed a range of practical questions with the speakers.
