The Indonesian government signed two Joint Decrees on September 9, 2026, to integrate services related to the employment of foreign workers in connection with investment activities. The agreements were signed by Minister of Manpower Yassierli, Minister of Immigration and Corrections Agus Andrianto, and Minister of Investment and Downstreaming/Head of BKPM Rosan Perkasa Roeslani.
The two decrees cover the integration of the Online Single Submission (OSS) system, the Ministry of Manpower’s SIAPkerja system and the Ministry of Immigration and Corrections’ All Indonesia application, as well as the establishment of a technical team responsible for the integration.
Under the arrangement, OSS will function as the single entry point for businesses submitting applications for the approval of Foreign Worker Utilization Plans (RPTKA), as well as applications related to Limited Stay Visas (VITAS), Limited Stay Permits (ITAS) and Permanent Stay Permits (ITAP).
The respective ministries will retain responsibility for assessing and issuing the documents under their authority. The Ministry of Manpower will process and assess RPTKA applications and issue RPTKA approvals through SIAPkerja. The Ministry of Immigration and Corrections will verify and issue approvals for VITAS, ITAS and ITAP through the All Indonesia application. Information on issued documents will then be transferred to the OSS system.
The Joint Decrees also introduce a Service Level Agreement (SLA) for the services. According to the Ministry of Investment and Downstreaming/BKPM, documents may be issued through a fiktif positif mechanism integrated with OSS if the applicable service deadline is exceeded.
Minister Rosan said the government expects the processing period under the new arrangement to be approximately four to five days.
“The permit will take approximately four to five days,” Rosan said, as quoted by ANTARA. He linked the timeframe to Government Regulation No. 28 of 2025 on Risk-Based Business Licensing.
Government Regulation No. 28 of 2025, which entered into force on June 5, 2025, regulates Indonesia’s risk-based business licensing system, including services provided through OSS and service-level arrangements for business licensing. The regulation replaced Government Regulation No. 5 of 2021.
According to ANTARA, Rosan said implementation of the integrated foreign worker service is planned to begin at the end of September 2026.
The integration will also enable the three ministries to exchange and use data across their respective systems. Minister of Manpower Yassierli said the integrated data could be used to monitor investment activities, investment projections and the distribution of RPTKA approvals. He also stated that the integration does not change the authority of each ministry, which will continue to perform its respective functions under existing regulations.
The Ministry of Investment and Downstreaming/BKPM stated that the measures apply to foreign worker services in connection with investment activities. Rosan also said that foreign workers remain required in several industrial sectors and that their employment is expected to contribute to the transfer of knowledge and technology to Indonesian workers.
The new system is scheduled to connect the application process through OSS while maintaining the separate assessment and verification responsibilities of the manpower and immigration authorities.
