Indonesia is preparing to launch the first tender phase of its planned 100 gigawatt (GW) solar power programme, with 30 GW of capacity targeted in 2026.

 

Energy and Mineral Resources Minister Bahlil Lahadalia announced the plan on 19 August, saying the government had discussed the procurement process with state-owned electricity utility PT PLN. “This year, we will start the first phase of 30 GW,” Bahlil said, as quoted by ANTARA.

 

The tender forms part of Indonesia’s broader plan to develop 100 GW of solar power. President Prabowo Subianto reiterated the target on 14 August, when he said the government aimed to develop 30 GW of solar capacity in 2026 while gradually replacing diesel-fired power generation.

 

The 100 GW programme is considerably larger than the solar capacity currently included in PLN’s Electricity Supply Business Plan (RUPTL) 2025–2034, which provides for 17.1 GW of new solar capacity over the ten-year period. The government has therefore been preparing additional regulatory, land and investment arrangements to support the accelerated programme.

 

Foreign investment has previously been identified as part of the wider 100 GW plan. In September 2025, Bahlil said Indonesia would require foreign investors because domestic solar-panel production capacity was insufficient to meet the programme’s needs. He said foreign investors could work together with Indonesian private companies, state-owned enterprises and PLN.

 

The government has also promoted the programme directly to overseas investors. In July 2026, Coordinating Minister for Economic Affairs Airlangga Hartarto invited Chinese companies to invest in the 100 GW solar programme during a meeting in Shanghai. At the same time, the government has said it intends to increase participation by Indonesian companies and strengthen domestic solar manufacturing.

 

PLN has already begun a separate solar procurement under its GIGA ONE model. In April, the utility launched the Mentari Nusantara I tender for 1.225 GW of solar capacity across Sumatra, Kalimantan, Java, Sulawesi, West Nusa Tenggara, Maluku and Papua, with commercial operation targeted by 2029.
